Hon. Colonial Secretary,
I saw Lieutenant-Colonel Chapman yesterday.
I told him that I could not do more for him than to allow
him the extra $25 a month personal allowance till his
retirement. It would be non-pensionable and subject to approval of the Secretary of State. He may draw this during his leave.
He asked that some addition might be made

to his pension in respect of his long service with the
Volunteers.
I said if he liked to make an application for some such indulgence he could do so and I would consider it and send it on to the Secretary of State. But pointed out that Volunteer Service was supposed to be gratuitous
service.

I told him he must drop the 85 a day al low- -ance. If I ever knew of this allowance I had forgotten it.

I explained to Lieutenant-Colomel Chapman that Mr. Wodehouse's case as Superintendent of the Fire Brigade - a paid post had no analogy with his Command allowance which was supposed to cover out of pocket expanses in entertaining etc.
